The rule checks if this is the creator's first flag or a recurring one, and whether an earlier flag is still open.
Notify Compliance and draft outreach
A notification goes to the Compliance & Regulatory owner in Slack, and outreach is drafted using the same guidance a reviewer would give.
A reviewer approves before anything sends
The draft waits for a person to approve, edit, or decline it. Nothing reaches a creator without that step.
Outreach sends, and a lesson is assigned on the third recurrence
Once approved, outreach goes out. If this is the creator's third flag, an Academy lesson is assigned automatically.
